Eczema? not eczema? help?

red, dry flaky but not spreading. On my face, about right next to each nostril. Itches occasionally.I've put cortisone on it every day, after showering. I had eczema on my hand, it spread to my lower arm and its gone. But this stuff isn't getting better or worse. Some intense gel I used from a doctor. Another doctor told me it was too strong for facial application. I'm at a loss. Thoughts?
