Why was the charges filed against a man charged with drunk driving causing death, dropped?

Just because the charges were dropped doesn't mean that at a later date when more evidence is discovered that they can't be re-filed. Especially if they were dismissed without prejudice. The likely reason that the charges were dropped was that the prosecution didn't feel that the evidence was strong enough to convict the individual.
